Permitgate: The Response

I'm sure you've been on tenterhooks ever since. Here are some edited highlights:

Dear Sir / Madam

Your letter of challenge has been carefully considered and in particular the issues you raised concerning parking on Harrington Drive. However The Penalty Charge Notice was correctly issued and there is no valid reason why it should be cancelled on this occasion as your vehicle was parked in a residents parking space without clearly displaying a valid residents parking permit.

The attendant noted that there was a sign situated within 5 metres from where your vehicle was parked denoting the restriction and displays the wording 'permit holders only'. Your vehicle was then observed for a mandatory period by the Attendant in order to allow the driver opportunity to obtain a permit from a nearby property. However, no activity was seen at the vehicle during this time. Therefore the Penalty Charge Notice was correctly issued in accordance with the Road Traffic Act 1991 and remains payable.

I'd much prefer it if, when demanding my money, these people displayed a better grasp of punctuation. It's residents'. A true bunch of cunts.

And how long is the 'mandatory period' in which the warden stared at your car? Who decided how long it should be? What did they base this fact on? How busy are they?

Also, I like the snide way they say you cannot appeal again. I might start doing this in arguments - "right, you've had your say, here's mine, after which you cannot argue back as I will refuse to recognise any riposte, you arse".

I'd like to have observed this character while they observed my car, like some domino effect of observation. I bet they sprawled themselves across the bonnet, or got comfortable in the passenger seat if the door was ajar, perhaps taking advantage of a wetwipe from the glovebox.

I was irritated by the One Response Only policy. I had big, big plans for my third, fourth and fifth letters - especially the fourth. It seems these people will stop at nothing. Insult was added to financial injury when I was paying the fine online yesterday, and the Nottingam City Council website forced me to go through the charade of 'adding' the Penalty Charge to 'my basket'. If they think they can pass paying a parking fine off as some kind of pleasant, consumerist experience, they're very much mistaken. The gall of these people. Even more gall than Charles de.
